Carrying programme evidence into Member State engagement
Evidence from the measurement layer was placed in front of named decision points across Member States.
The problem
Findings existed inside programme reporting but were not reaching the institutions able to act on them. Ministries, Regional Economic Communities and continental agencies were working from summaries that could not be traced back to an instrument or a collection date.
What we did
We mapped the decision points that mattered, built a brief set that carried the source of every figure, and ran sustained engagement across Regional Economic Communities and Member States alongside documentary production from the field.
What changed
The findings entered institutional processes rather than remaining in a report. Named submissions were lodged, and the evidence was cited in Member State engagement rather than paraphrased.
What is verifiable
The engagement record lists each institution, the brief lodged, the date of lodgement and the response received. Every figure in the brief set traces to its source instrument.
