Partners reported in different shapes, on different cycles, against definitions that had drifted.
What we did
We locked indicators and inclusion rules at baseline, built the collection instruments, and stood up verification and consolidation.
What changed
Returns are consolidated against locked definitions, and outstanding returns are named by partner rather than dropped.
What is verifiable
Every published figure carries its source instrument, collection date and verification status.
Attribution: Measurement design and verification are attributable to Sukuma. Housing outcomes are attributable to implementing partners.
